The hat is lightweight felt and sits on the head securely, but it's not elasticised. Fine for parades and photos; might need adjusting if she's running around at recess.
Q: Can she wear this over regular clothes?
The dress is designed to be worn on its own (it's fully lined and opaque), but you could layer a long-sleeve tee underneath on cold mornings. The print shows best when it's the outer layer.

To be eligible for a return, your item must be in the same condition that you received it, unworn or unused, with tags, and in its original packaging. You’ll also need the receipt or proof of purchase.
