What size should I order?

The tunic is designed to fit loosely over the brown base layers. If your child is between sizes, we'd go with the larger - the layered look works best when there's room to move. The headband adjusts with Velcro at the back to fit most head sizes comfortably.

Can they wear this over regular clothes?

The brown top and trousers are part of the costume (not regular clothes underneath). The tunic goes over those pieces. If it's a cold day, a plain brown long-sleeve tee under the costume top works fine and won't show.
